Did you try those programs? I remember doing some basic animation stuff with KToon but...
There is Pencil too. You can compile it without any problems on Linux.

Yep. I just tried it. Pretty basic but works well! Do you have wacom pressure support??
I just had to disable this function Object::exportMovie to compile it:
editor.cpp:(.text+0x7e30): undefined reference to `Object::exportMovie(int, int, QMatrix, QSize, QString, int)' collect2: ld returned 1 exit status make: *** [pencil] Error 1
