Actually, I realised after I had posted that what I really meant was a 'gap' around the window where it doesn't scroll.

Now you have it: options.autoscrolldistance, in screen pixels, default 0. Moreover, this value can be negative, in which case autoscrolling will start _before_ you reach the edge of canvas. I found that this is much more convenient for working in fullscreen.

Everyone please test the two new options (options.autoscrollspeed and options.autoscrolldistance) and make your suggestions as to what might be the best default values. You can vary them by editing your ~/.inkscape/preferences.xml.
