I have just commited a set of tooltips for the filter effects dialog. Most of the parameters have a tooltip now. Some still don't have because they are much obvious, or because I havent figured out a good text to put in the tooltip. I accept sugestions.

Now I will focus on the proper initialization of these parameters with the SVG spec default values and then I will try to figure out on-canvas editing for the filter region settings.

"Filter General Settings" now allows setting "coordinates" and "dimensions". However, it's not quite clear what the unit again is. Percents? Should we probably make those less cryptic by adding help messages popping up on hovering mouse above widgets?

P.S. Are we adding such help messages to filter primitive options?
