I go through the Sourceforge 'Donate to Inkscape' process ... get a Paypal page ... am shown the error 'This recipient is currently unable to receive money'.

Well, you could try the Google Checkout thing on the official but unadvertised (and in fact unlinked to anywhere at the moment I believe) http://inkscape.org/donate.php.
