Anonymous users have full rights in bug tracker?

I accidentally Closed a feature request while logged out.
Closing the request was intentional but should I have been able to it without having been logged in? (User didn't provide necessary specific examples needed to diagnose the problem.)

Is this intentional? Are all users supposed to be allowed to Open and Close any bug reports or feature request they want?

It seems like it may just be a bug probably because my login timed out but the system carried out the request anyway without authentication. Looks like a potential security problem.
I will report the glitch to sourceforge in just a minute.
