You just need to put the effect ID. So for instance, if you wanted to add in blur you'd put:

org.inkscape.effect.bluredge

If you wanted to put one of the filters like snow in:

org.inkscape.effect.filter.snow

If you just want to get a list of everything you can put in:

$ inkscape --list-verbs
