Election process for Inkscape Board
Hi all,
We've reached the signing stage of getting Inkscape accepted into the Software Freedom Conservancy [1].
To refresh your memory, in the previous thread [2] we decided to go with a board to represent the project, and decided to fill the board using a combination of the Inkscape project founders and the current admins. In other words: Mental, Ted, njh, Jon Cruz, myself and Bulia. Bulia chose to give his spot to Joshua Andler.
However, for voting purposes it works best to have an odd number of people on the board, so we defined the board to be 7 members. This means we have one spot open for election.
In the Sponsorship Agreement we've specified that people in the AUTHORS file are eligible to vote. Beyond that the election process is up to us.
I'd like to propose the following:
* Announcement of the upcoming election + Inkscape website news + inkscape-announce@
* Short nomination period (2 days) + AUTHORS may nominate people + AUTHORS may be nominated + All nominations must be seconded + You can't nominate or second yourself
* Voting period, using Instant-runoff voting [3] + Lasts 7 days + Ends at Midnight Pacific time + Send votes to "vote@...1478..." alias + Votes will be private + List of voters will be public
* Votes will be tallied according to IRV and posted + Inkscape website news + inkscape-announce@
Does this sound like an okay process? Ideas on improving it?
I figure unless there are any changes to be made, we can kick off nominations tomorrow, then start the voting process on Saturday.
Bryce

Since it needs to be public (so people can second), should it be done here on inkscape-devel@ ? It'd add some chatter to the list, but only for a few days.

As someone only recently included in the AUTHORS file I would hope there will be some room for other stakeholders to petition to be included in the electorate (or added to the AUTHORS file as needed). Someone writing a documentation for example could be contributing many more hours into Inkscape than AUTHORS who may no longer be active. I understand you have to draw a line somewhere and the AUTHORS file is a good basis but I think there are contributions which you may also want to acknowledge so I'm just saying this now to make sure you dont rule out appeals.

I always preferred the principle of single transferrable vote (STV) as it results in the least objectionable candidate getting elected. They say precedent is 9/10 of the law[1], and whatever is set now is unlikely to be changed so I do hope you will at least briefly consider it.
Software could help keep the process managable, anyone ever used the Gnu.Free voting software? http://www.free-project.org/users/

[1] No need to embarass yourselves by trying to explain I got the expression wrong. I realise it is a corruption of another better known expression but British law is all about precedent.

STV sounds like a good solution when electing multiple members, but if I understand correctly STV turns into IRV in a single winner election. I would suggest looking into Condorcet Voting in place of IRV for single winner elections. Quibbling over the details of election methods might not be worth the trouble (and I can't even vote), but I just thought I'd mention it before things got started. Some information about problems with IRV (as compared to Condorcet) can be found here: http://web.archive.org/web/20030604120545/electionmethods.org/IRVproblems.ht...
