Yes, the intent -is- to provide layers just like in other applications. When we talk about using <g> nodes to group them, what we are talking about is merely how to store layer information in the SVG format.

It would be interesting to implement/express layers as special case of groups, but I have no idea how to go about toggable z-order compartment behaviour.
