Aha, so that's it, in the examples I was trying out I just couldn't see any difference, it just added a few nodes to my path

Probably your shapes were too big to notice any difference. Simple inset/outset commands displace the path by 2 points by default. Just do it in zoom-in and you'll see which command does which.
