I checked in the Tutorial command in the Help menu. It simply opens tutorial.svg from INKSCAPE_PIXMAPDIR, where it is put by "make install" from icons/. Feel free to change the directory structure; I don't know hot to properly modify makefiles, so I just listed tutorial.svg next to about.svg in icons/makefile.am and it seems to work. Win32 build files may need updating, too.

The tutorial is very preliminary, but I think I will finish it before the release. Suggestions welcome.
