Im using 0.42, but i did not figured the correct way to use the swatches, i can see them, but i cant "paste" a color in a gradient, and also i don't know how to make a swatch, (but i can obviously learn), and the feature im requesting is also useful for a lot of other things, (such as creating a perfect gradient from one solid object to an other solid object, setind qa color for an outline and more.)

A swatch is a usual GIMP's gpl file with a name for a color and R, G and B values in a column. There is no visual editor for gpl files except the one in The GIMP (and obviously Cinepaint).

Are their plans to introduce such a GUI editor? Or perhaps a full blown palette for Inkscape itself?

Yes...
Or actually more.
Palettes in The Gimp are actually fairly limited. What we want covers more, and includes concepts that would encompass styles, patterns, textures, etc.

Just select one of gradient handles and click on a color swatch.

Use the dropper tool to pick the objects' colors with one and then the other gradient handle selected.

Shift+click on a swatch.
