I think filters are sufficiently complex, different from everything else, and have enough support in Inkscape now, so they deserve to be treated more like a top-level entity. In particular, I propose to add a new menu, Filters, before Effects. It would contain:
- All the submenus with preset filter that are now in Effects > Filters. Ivan Louette is working on a huge and exciting expansion of that hierarchy, adding lots of powerful new filters. It's obviously too deeply hidden now, it deserves more visibility as one of the most important 0.47 additions.
- The "Filter Effects..." dialog command which I propose to rename to "Build Filters" or "Filter Builder" or something like that. The current name is not very descriptive and even a bit misleading due to the word "effects" which refers to too many too different things in Inkscape (once again, let me reiterate my old wish: rename "Effects" menu to "Extensions", that is what they are!). The typical workflow would be to first choose one of the presets, then if needed, go to the Filter Builder to adjust the preset or start a new filter from scratch.
- The Remove Filter command.

I'll be interested to see that filter hierarchy expansion. My preference on the "Filter Effects..." rename would be Filter Builder because it sounds catchy and different (therefore marketable) in English. As for the Effects menu rename... I've been torn on this for a while and extensions really is a more accurate name. Otherwise, all of the things above sounds good by me.

Maybe rename Filter Effects to Filter Editor instead of Filter Builder, because you can edit existing filters with it and not just build new ones, Editor sounds more general.
I don't know the story behind Effects name, but Extensions sounds logical and I think less confusing to users. I was always a bit confused about differences between terms used by developers and terms that end up in Inkscape, one other example is LPE, in Inkscape interface there is only PE.
Path effects, Filters and Extensions is much better than Path effects, Filter effects and Effects. I hadn't even noticed how effective Inkscape has become before this topic came along :)

Another suggestion: Filter Lab. The icon could be a probe. And agrreed about the renaming of Effects to Extensions. I've been a bit lost about this apparent confusion between filters and extensions.
I like Filter Editor better also.

Where's Alan? IIRC there is some terribly important user interface guideline that says top level menus should be named with verbs or at least not plural or some such. Though as I look above I see Options and Tools in this very window. Anyway if we're going to rename we should at the very least contemplate Alan.
Also didn't Ted want the Effects or Extensions menu to disappear completely being absorbed into other menus as things fit properly?

Lots of menus in lots of programs use plural nouns for the menus. I think clarity and intuitiveness has a priority over guidelines.

This is a good thing to do, and my proposal is a step in that direction, as it moves a lot of stuff out of that menu. But it will never be possible to remove the menu completely, if only because users write their own extensions and there must be a place where they end up.

I did this again right now:
svn update; make; sudo make install
And I still have the filters submenu inside extensions top level menu. And the list of pre-built filters does not appear at the filters top level menu.

Yep, a dozen of times since then :) The Filters submenu is still inside Extensions, and the Filters menu has a menu separator line on top.
