If we take a look at http://www.inkscape.org/doc/index.php?lang=en, we won't see mentioning User manual by you, only "user manual by Kevin Wixson" that isn't even hosted at inkscape.org.

Trouble is not to know if it is made by me or not. It is to know what the team wishes. Asa far as i know Kevin is not working anymore on this, at least i have no news from him.

I suggest two things:

1. Host HTML version of your user manual at inkscape.org
2. Fix http://www.inkscape.org/doc/index.php?lang=en to mention a)

availability of docs b) ways to contribute to them.
