Yes, that helps but some dialog windows still appear in the language set in Windows locale setting. See attachment: it is a screenshot of the [save/cancel/close without saving] dialog window. I have a Czech system (Vista) with Russian locale set. I deleted ALL the content of the locale folder and still certain buttons in dialog windows appear in Russian. I reported this bug a very long time ago (when bug reporting was done at sourceforge) and AFAIK this bug report was transferred to the new bug reporting system.

To avoid this, another language directory should be deleted at [inkscape install path]\inkscape\share\locale[your language]

On windows, simply delete the relevant directory (C:/Program Files/Inkscape/locale/your-language)
