We were actually originally going to use ICU, until I talked us out of it to try pango first (since it wouldn't add any library dependencies).
Looks like JonCruz was right, though; I think ICU probably is the way to go. Something we need to look at though is how this will work with Win32 fonts; fontconfig is not an option there.
