As for whether it's useful or not depends on how you use inkscape. If you do design work or want a specific canvas size it is no means "useless clutter". Personally, I like to keep it on in my illustration work too.

Anyway, you can turn it off in the Document Properties (Ctrl+Shift+D) dialog, just uncheck the "Show page border" checkbox.
