Currently, if one switches to Russian or Ukrainian keyboard layout, keyboard shortcuts stop working. So when you type Russian text in Inkscape and then want to edit font/fill/etc. properties, you have to switch back to English, press Shift-Ctrl+T(F) and then switch back to previous layout and so on.
I'm using a en_GB:en locale - is this a problem? Anyway, whether this is the reason or not, I think keyboard shortcuts should work with any layout and with any inkscape locale.
I can help you with mapping proper keys on the keyboard for Russian and Ukrainian layouts, just let me know.

What version of XFree are you using?

For me with XFree 4.3 and "setxkbmap -model pc102 -layout us,ru -variant ,basic" only Alt Shortcuts work in Inkscape 0.38.
This is a common problem in many Unix application, but Gnome Applications usually work (Ctrl and Alt).
