Would it be possible for you to put up inkscape_stripped_exe.zip files as well? Just that file and not all the individual alacarte ones.
Bringing down a 1.6M file that is changing rapidly is lot easier than bringing down a 14M+ file, especially since the bulk of the files in the whole package are not changing rapidly, and since most of the Win users are testers and not developers they probably do not need the "full bottle" all the time.
For myself (and accepting that others may differ) I am happy to bring down a daily update and do a full download on a weekly basis or as needed. I am on dialup and just do not have the time for daily fourteeners.
Can I also put in a note of thanks to Bob and Daniel for providing Win32 packages as well, and a general thank you to developers and testers for making Inkscape such a versatile and powerful package. It rox.
