Okay, I've activated the upload feature.
Click on the Upload link to use it. I tested it out with a couple files here:

Regarding abuse, just keep an eye on it for now and let me know if you spot problems, and we'll figure out how to handle it accordingly.

Yes, I found this link that suggests it has a really good use for collaborating on a visual program like Inkscape, where the benefit is to put .png files to the webserver to be linked to in the Wiki. Only thing to consider is probably only let it work while logged in as some confirmed user so stopping XXX image promoters from uploading naked human photos without being traceable.

don't know what that function does (I guess you're referring to
the Upload link which is in the header of every Wiki page). I'm CCing the development list, probably someone can enlighten us.
Yeah, it's supposed to enable the ability to upload files to the server, for use within the wiki pages. The feature was added to enable Wikipedians to upload images for use within Wikipedia.
I probably don't have it configured right though. I can work on getting it functional if people want to use it. Lemme know.
