I have read http://wiki.inkscape.org/wiki/index.php/UserManual#Translate and I saw some tranlsation in some languages already. I will start translating manual into Khmer as well, So Could you please help me to create translation zone for Khmer?

Are you sure you can handle both GIMP and Inkscape manual translations and stay sane? :)

Yes, we start doing Inkscape and Gimp maunaul but not the same time. I have to set priority task for my team members but the first thing is I have to know the size of tasks for them.
