At the very bottom of the interface for entering release data, there's a field for release notes translations (rather, two, one for language, one for contents). This field is 'old', i.e. it has not been added during the recent update work.
Translations in any language that exists on the website can be added.
I copied the html from the Wiki (while not logged in, so as to avoid copy-pasting 'Edit' links).
(I pasted and updated the German ones, too, of course)
As with all the fields, images are an issue. As long as the Wiki exists and responds to requests, it will work (except for the browser warning about the SSL encryption, that breaks because the Wiki images come from another domain and are deemed not safe. I'm hoping it will be possible to automatically download the images that are already there to the inkscape-web server, so browser warnings won't be given. I do not want to do that manually, it's a hellish work, and totally automatable.)
Kind Regards, Maren

I've copy-pasted the release notes for 0.91 (French) into the releases app on the website, so your work is now available at https://inkscape.org/fr/release/0.91/
How did you do that? Didn't find where any content of the dynamic content of the releases app could be translated yet.
