This mailing list is rather for translators, not testers. Testers usually subscribe to inkscape-tester@lists.sourceforge.net ;-)
To start testing unstable build of Inkscape, grab copy of SVN development tree and update it periodically. Please refer to http://inkscape.org/svn.php for further details.
If/when you identify some misbehaviour of Inkscape/SVN as a bug (not an unfinished feature that is known to have linitations), please report it using SourceForge's bugtracker: http://sourceforge.net/tracker/?group_id=93438&atid=604306
