The other non-Latin languages we have (Russian, Japanese, Chinese) use the Latin script, which is fine, because the word 'Inkscape' is trademarked, and because it's a name, and thus not really translatable (I do see the irony that I'm writing your name as Abdelhak, and now I feel that it's a bit unfair somehow ;-)).
So this is how I would do it: Use 'Inkscape' everywhere, and later, when it comes to CMS translations, on the 'About' and on the 'FAQ' pages, add a translators' note about how to pronounce it for Arabic-speaking users.
However, if you think Arabic-speaking users would be a lot more comfortable if the word would be transliterated, then I think it would be okay to do so, using any transliteration you think is most appropriate, as long as the word 'Inkscape' also still appears somewhere on the website (although if you really want to do that, we might better check back with the Inkscape board).
I began translating an empty .po file to arabic, slowly to avoid mistakes, and hopefully it will be good (seems to take a lot of time tough).

For the style patch file, i think it's a little bit too early for this, i'll submit a bug report when the time will be adequate.
That's fine - then you will already have some 'real' contents to test with and do not have to edit the html, but only the CSS.
