[Inkscape-translator] A minor patch to fix some translation issues

Hi,

Attached is a patch to add context to "Lower" message (aimed to make it distinct from the similar message in ruler.cpp) and to enable translation of Hershey text extension.

Thanks for reviewing and committing the changes.

BTW, Hershey Text crashes current bzr/trunk effectively here. Is it just for me?
