[Inkscape-translator] Untranslated strings in Russian translation of Inkscape (and updating shortcut on Linux)

Hello! When Inkscape language is set in Russian, there is untranslatable strings in Preferences -> Tools -> Shapes> Pencil: "Base simplify" and "on dynamic LPE simplify". P.S. I've added point "Comment[ru]=" for translating the comment in shortcut /usr/share/applications/inkscape.desktop. It's enclosed, please, merge it.
