Hi Milo, hi Mihaela,
thank you, Milo, this sounds like a good idea to me.
as my Croatian is a bit... non-existant, I'd like to have Mihaela's opinion on the manual you found. I'm including her in CC.
Mihaela, can you have a rough look at it, please, and let us know if it's fine to link to?
As long as we're only linking to it, it seems fine to include it from the licencing point of view.

QUESTION 1: Would it be ok, if I place a link for a croatian PDF-manual on the croatian „Books and Manuals” web page? QUESTION 2: Is it necessary to ask the author/university for permission to link the page?
I would add it like this:

Inkscape ili vektorska grafika za svakoga

Autor: Dominik Kenđel. <a href="https://www.srce.unizg.hr/files/srce/docs/edu/osnovni-tecajevi/r600_polaznik.pdf”>PDF verzija.

I found this site at the University Computing Centre (SRCE) of the University of Zagreb, Croatia. This would be much better for croatian users, than having to read the english versions. It is based on „Inkscape0.91”, but I don’t think that should be a problem.
