I disagree. "Draw Freely" in English is completely meaningless to speakers of many languages. If it's the motto of Inkscape, then we need to translate it. Otherwise, why use it?
A text box/layer should be translatable: the string "Draw Freely" already exists in the PO file.
If this is difficult, then designers of splash screens need to be made aware of this requirement up front.
