Yes. I was about to say the same thing. Where's this string in the GUI? I tried looking now but I couldn't find it. (I'm running 0.46, maybe that's why.)
Furthermore, this may not be the right place or time but I suggest renaming the feature to "Show/hide other layers" as it is described in the 0.47 release notes http://wiki.inkscape.org/wiki/index.php/ReleaseNotes047 since this describes exactly what it does.

It comes from MIDI sequencing, where you can make a track (an instrument) soloing, i.e. making it the only track that plays. In terms of Inkscape this is about making a layer the only visible layer.
