While the pt-br pages are among the most complete translations of the website, it's great that you want to check for outdated parts (I think I've seen some in the FAQ, not sure - best check this mailing list's archives for a full list of changes to check on).
The downloads page translations come from multiple sources:
- The descriptions of the files and the instruction links are translatable. They require special permissions for translation, because this is the most sensitive part of the website. When you translate these strings, please add a link to the page where you found them, and send me the batch in a text file. Note that they need to be in html, to match the formatting of the English texts.
- Some parts of it are part of the po files (the top part of the page where the download starts). Find those on gitlab: https://gitlab.com/inkscape/inkscape-web-i18n
- If you want to translate the release notes part, please do so in the Wiki (http://wiki.inkscape.org/wiki/index.php/Release_notes/0.92.3), and let me know when they're ready (this is because the Wiki already creates valid html, and it's easier to copy-paste - and also, because it's going to give you time for editing, you can save incomplete translations). If you need Wiki editing permissions, let me know, I can set you up.
If you find other parts that you cannot access for translation (some news are hard to come by, when they only consist of a summary, but no content), let us know here.
