to not leave this unanswered here (I've answered in the bug report you made - thanks for that!), I'll copy parts of my reply over to the list now:
For the CSS changes, where your help would be very welcome, too, please create a new bug report, and attach any changed files to it, if possible with a small explanation of what the changes do to make it look right for Arabic users - I'd very much like to understand what is needed and why - while I can't read or speak any Arabic, I like languages a lot, and I enjoy learning about how they work ;-).
Can i have more details about the patch ? i did not understand well, maybe i can do that :D
If you would, at some point of time, like to dive deeper into the website's CSS and / or front-end code (and / or backend code), send a message to the docs mailing list to get help with getting started. Sometimes, there may be bugs blocking the normal way to install (described here: http://wiki.inkscape.org/wiki/index.php/WebSite#Website_Development), but most are easy to solve.
A patch can either be submitted as a (standardized?) patch file, which contains a diff to the files of the inkscape-web project, or one can make one's own branch of the code and make a merge request. But this isn't necessary at all, we will just as well accept uploads of the changed files themselves.
As inkscape-web may move to github any time (Martin Owens said so in the last Inkscape Board Meeting), it may not make sense to learn how to work with bazaar (the current version management tool inkscape-web is using) just to switch to git a few weeks later.

I don't usually use websites in arabic, i'm not very familiar with them, but i know people that are, so i can have feedback about how it should look.

Any help you can give here will be very much appreciated (we will need the input of someone who knows how things need to look to get it right). And don't worry, there's no hurry - it sounds like it will become an exciting year for you anyway, even without this kind of undertaking.
