It's not mandatory.
Although my name is not on the main list it is shown among the Ukrainian translators ("translator-credits" in main po).
The upper part of the translators tab is extracted from the po file. The bottom one is a copy of the TRANSLATORS file.
That's what the user wants (or does not want ;)) to see.
Who knows! ;)
