first step completed :) Thanks for posting to the mailing list, and welcome here, too!
You don't necessarily need to know git for translating the user interface (but if you want to learn, it would be much appreciated).
You can also download the file, work on it with a translation software, and then submit it in a bug report, and hopefully then some nice person will pick the task up and will enter it into version control for you.
But, first of all, you'll need to decide which area you'd like to contribute to (interface, documentation, website).
As for access to the website, we don't hand those permissions out lightly, so in the case of you translating news, I'd like to ask Duarte as the experienced PT-PT translator to do the transfer to the website until two substantial contributions have been made, and trust has been established.
Let us know what you'd like to do, and also join us in the translators' chat channel for faster back-and-forth / short questions you may have.

As far as I know I'm currently the only active Portuguese translator in this mailing list, I haven't yet met any others. I currently maintain the website translations only, haven't yet dipped my toes in UI translation, and I'm not aware of anyone maintaining it at the moment.
If you need any help, or wish to coordinate efforts don't hesitate to contact. If you already have an account over at the website and await permissions to contribute, I'm sure one of the admins here will answer shortly.
