1. There was no answer because we hope that somebody from these teams can 
answer.

2. All available translations as sources can be found here:

3. As you can see, there are no translations for Hindu and Gujarati, only 
incomplete Bengali translation. If you tell us your OS (Linux 
distribution, Windows, Mac OS X) maybe someone can send you a link to the 
current development package of Inkscape.
