If you're building yourself, which I assume you are, pull your devlibs up-to-date, pull trunk up-to-date, and then rebuild. If not, the file can be found on the page http://bazaar.launchpad.net/~inkscape.dev/inkscape-devlibs/trunk/view/head:/... and just needs to be placed in the folder with the .exe.

I continued my work on Romanian translation (master branch) and needed to check what I have done for now.
I installed a recent Win32 development package, but the program does not start, asking about libgcc_s_sjlj-1.dll file. It appears it has to do with gcc-mingw32, but I am not used with programming tools.
Where from can I get that file ?
