Launchpad. Also, anywhere you see the Sourceforge tracker mentioned, please correct it to say Launchpad (or if you don't have access, ask someone who does).
I gather we can't commit them directly via SVN, because they need to be converted from PO to XML and SVG.
Fwiw, the originals are kept in the doc-doxygen SVN module, which also includes the scripts for doing the conversion and so on.
For now, I'll just submit them via the Launchpad tracker (done). I've got a translation deadline...
