Just open a bug report at inkscape-web at launchpad, and someone will
review, and put the translation in. You can also make a merge request,
as is described on the Wiki page I linked to in the first mail (this
one: http://wiki.inkscape.org/wiki/index.php/WebSite)

For translating the CMS at the website, it's important that you first
prepare yourself by carefully reading the Wiki page.
The CMS has quite a few nasty bugs, and it's easy to break the website /
to need help fixing something after clicking the wrong thing ;-)
