Yes, if you want to translate the Inkscape application itself for the development code.
For 0.92, I'd rather use:
http://bazaar.launchpad.net/~inkscape.dev/inkscape/0.92.x/files/head:/po/

The development branch adds some new strings that you don't need to translate for now. So it's easier to translate the 0.92 file, and then we'll update the trunk with your changes and the new strings.

Yes, if your want to translate the NSIS installer for Windows packages. And again, your link if for the trunk. The 0.92.x branch is in:
