[Inkscape-translator] start-welcome-text.svg is available for 1.3 ?

Here we go again: the development build for 1.3 appears to have a new welcome text, which says "Welcome to INKSCAPE /n Drawing you to freedom".

Is this the final version ? In case yes, is there a template available ? Or a clue about the fonts used ? The file from test build has the text path-ed already.

I see no 1.3 version at the 'usual' pace for this [1] and there is no "Drawing you to freedom" text in the .pot file, at least not in the one I assume is the one to be used as reference for 1.3 [2].
