I was about to ask the same - are these official and reliable (and are the servers' capacities) enough for them to be linked from the inkscape.org download page, jazzynico?
The request for current Windows builds comes up now and again, in forums, questions, etc.

A binary archive of rev. 14225 for Windows 32bit is available (ftp://download.tuxfamily.org/inkscape/). Since Windows is not my main operating system the FTP site is not updated very regularly, and some intermediate builds are removed to free some disk space from time to time, but it could be useful if you need to test your PO file.

Everytime i try to build anything on Windows i have a hard time because the instructions are often for Linux.
