that sounds like a very good plan and a realistic view of timing!
Yes, you can do one of two things:
1. create a merge request and put it into 'draft' status (that is: linking your work to the Inkscape repository, and telling developers that you have made changes, but that they are not ready to go into the repository yet.) This allows others to see your work (in code), and to make suggestions / comments on it.
2. make a merge request and allow to merge what you have translated already, using the branch 'master' (not any of the release branches). That way, people can try out your translations in the automated test builds and can build up on them independently. It also guarantees that your work will not be overlooked or get too outdated to be taken up.
I'd go for option 2, even if that means that there will be builds that include it. Those builds are not release builds, only test builds.

I thought that I will work on it for a week or so, then submit a file - just to have it in the repository (hopefully so other Afrikaans speakers will see and join the language effort), however, I would not want it to be submitted to be incorporated into any builds at this stage. Is there a way to do this?
