[Inkscape-translator] update for Romanian translation

Please update the Romanian translation with this one http://www.secarica.ro/traduceri/inkscape_0.92_lang_ro.7z

I merged my previous (unpublished) translated strings with the work of the most recent translator (Valentin Ioniță) and made some overall corrections on it.

The translation is in sync with the inkscape.pot file from https://gitlab.com/inkscape/inkscape/tree/0.92.x/po
