Yes, the tutorials are still in SVN. I pointed out they were not migrated to BZR but I didn't get a reply why.
I've created a specific launchpad project (https://edge.launchpad.net/inkscape-tutorials) in January, but my attempt to import the files from SVN to BZR failed due to a temporary issue on the Sourceforge site. I'll try again later, after 0.48 is released.
As for the tutorial translation, you don't need to install all the files. Just create a new po file for each tutorial and send it to the list (or attach it to a bug report). But if you want to create the SVG file , you need some more details (http://wiki.inkscape.org/wiki/index.php/DocumentationTranslation#Tutorial_Tr...).
