Or you can also use a graphical user interface for bazaar, like Bazaar explorer.
Yeah, once you've installed Bazaar, you just need 3 commands, it's quite easy. First, you need to checkout the trunk of the repository you want:
$ bzr co lp:inkscape # or inkscape-docs or inkscape-web
then translate, and after follow the instructions on the wiki.
However, this is not at all necessary. You can just attach the updated po file to a bug report for inkscape-web here:
https://bugs.launchpad.net/inkscape-web, or even send it via the mailing list. We will then check if it doesn't contain any syntax errors, and commit it to the repository.

Well, Maren, it's a bit redundant now… And you inserted an additional pipe in the URL — problem with the wiki syntax… (Are you tired?)
The ‘Submit finish work’ section suggests the bug report option (works for inkscape and inkscape-docs too). Maybe a mail to the list may be considered as an option, but when I wrote this I thought it wasn't really appreciated. I'm correcting that right now. -- Sylvain
