As Xavier said, welcome on board, and thanks in advance for your efforts.
Czech translation is already handled by Cornelius/Cwebb (he is present on this list), and its status is 99-100%, so I guess you can contact him for some mentorship and also take a look at his work.
You can find the last Slovak translation there : http://svn.sourceforge.net/viewcvs.cgi/*checkout*/inkscape/inkscape/trunk/po...
Download it as a text file, and you can start playing with it, but (as previously said by Xavier), don't forget to take a look at the wiki page before and during your first sessions of translation.
It has been not maintained since February 2005, and at the moment it's 39% complete. You may want to contact last translators of this file : just open the sk.po file with a text editor and take a look at the header/first line of it to find name and mail address of contributors.

As Xavier pointed out, there is a page at wiki [1] that we are working on these days to help translators without much experience. There you can gain some information about translations of Inkscape. For now, as we are in hurry to finish translations, please if you could begin with interface translation as described in Interface Translation section[2]. The file you need to work on slovak translation is sk.po. The page[2] mentions how to get this file and also how to translate and test it. It is priority to have user interface and maybe also default.svg -> default.sk.svg translated.
