Hi, I am coordinating the translation work for dzongkha in inkscape. My team now has a translation update. So can i sent the po file as an attachment to this list??

Translation updates are sent through bugzilla interface. You will need a (free) Sourceforge account to submit the translation.

Great to see another language supported on inkscape!
