Are the language files not available on some website so i can for example quickly view the german translation file without having to download the full Inkscape source and unpacking it locally?

yes, they are available directly on launchpad.
Visit http://bazaar.launchpad.net/~inkscape.dev/inkscape/trunk/files/head:/po/ to find a list of all translation files for the program itself.
Unfortunately, launchpad doesn't load well today - you might have to try later... no *quickly* today ;)

and call it "View source online" or something like that.
There are some launchpad links called: PPA for Ubuntu BZR access via Launchpad
But as a Windows user i have no idea what those things mean. "View source online" would be clear to all i think. If alle the source code are viewable online. Otherwise "View translation source online" or something if it is online the translation files that are viewable online.

the language files are already linked directly for translators from https://inkscape.org/en/contribute/translations/ .

bzr is a version control system, which is available for Windows, OS X and Linux.
A PPA is a repository where ready-made (compiled) packages for Ubuntu Linux (and derivatives) can be downloaded from, via the system's package manager - if you use that on Ubuntu, all you need to do is click on 'update' to always have the latest development version installed.
