thanks for starting another translation of website. I've uploaded your file and added Portuguese to the list of supported translations of website. If you load inkscape.org with browser language set to Portuguese, the main page should be in your language now.
It would be good to notify users about this translation by small flag below the menu(as it is for other languages). If you have link to image with valid flag for Portuguese please send it in reply to the list, we will use it as a model for the "indicator" flag. Thanks. (I've found two flags for Portuguese on Google and do not feel like the one to decide which one is the right one :) )

Nice, but a think. The version should present the URL on locator of the browser so we could publish the portuguese link to Portuguese people.

That is exactly for what I want the flag of Portugal :) If you take a look at the bottom of the menu, there are several flags/icons that can be used to change language manually. I've attached a flag I had created for this and just need an aproval of Portuguese speaking guy like you that the flag is the correct one. Then I will update list of flags.
