This is not a new locale since a ca@...151... translation file already exists in Inkscape. But it is only 40% translated, and the last revision date is 2007-03-28... The existing file can be downloaded here: http://bazaar.launchpad.net/~inkscape.dev/inkscape/trunk/annotate/head%3A/po...

Feel free to reuse it and add your own translations, and then submit a new report in LP or send your file (compressed, please) to this list if you prefer.
