You must send it as a patch to http://bugs.launchpad.net/inkscape. Please ensure that the description clearly specifies it is a translation related patch.

The official way is to file a bug at https://bugs.launchpad.net/inkscape/+filebug and attach your file.
But you can simply write an email here to the translator list and attach the translated nsi file. It is not that big.
