you should start by reading the wiki page about translation:
http://wiki.inkscape.org/wiki/index.php/Translation_information
As you will see, there is a lot of translatable content for Inkscape. The PO file for your language can be found here:
http://svn.sourceforge.net/viewvc/inkscape/inkscape/trunk/po/ja.po?view=mark...
There you will find the name of the last translator. Please contact him/her before any modification is done.

Glad to hear that you are going to help us! It seems that I am the sole translator of Japanese localization team who is currently going to commit into, but I am also new here and haven't been committing any update yet so my contact is not listed in ja.po.
I've separately sent you the files which now I am working on (updates not yet committed).
